公务员管理体制下公安院校合同聘用制刍议——以四川警察学院为例

摘要 全国公安院校人员性质呈现出公务员管理体制、参公管理事业单位管理体制以及事业单位管理体制等几种类型。在公安系统招录培养体制改革背景下,四川警察学院采取了公务员管理体制,改制后为学校发展提供了稳定经费来源,保障了学校发展和教职工收入,但存在着按照公务员招录方式难以适应高层次人才引进需要等问题。开展合同聘用制作为其人才招聘的补充渠道,提高了招聘效率,促进了人才流动。同时,聘用制的实施,也产生了招聘过程公平保障、合同聘用制下聘用人员经费保障、被聘用人员的发展前景等新问题。完善合同聘用制,应推动合同聘用制与公务员招录制度相配套,严格规范人员聘用程序,保障聘用的公平公正公开,完善聘任制人员的考核、进出和奖惩机制。 There are several types of personnel-oriented schools in public security colleges across the country, such as civil service management system, public participation management institution management system and institution management system. Under the background of the reform of the recruitment and training system of the public security system, Sichuan Police College has adopted a civil service management system. After the reform, it has provided a stable source of funds for the development of schools and guaranteed the development of schools and the income of teaching and administrative staff. However, there are still some problems that it is difficult to meet the needs of the introduction of high-level talents according to the recruitment method of civil servants. To carry out the contract employment system as a supplementary channel to recruit talents has improved the recruitment efficiency and promoted the flow of talents. At the same time, the implementation of the employment system has also brought about new problems such as how to ensure the fairness of the recruitment process, the guarantee of funds for the personnel employed under the contract employment system, and the development prospects of the personnel employed. To improve the contract employment system, we should promote the matching of the contract employment system with the civil service recruitment system, strictly standardize the personnel employment procedures, ensure the fairness, impartiality and openness of employment, and improve the assessment, entry and exit, rewards and punishment mechanisms of the talents employed.
