摘要
人才当量系数的大小,对人才总当量的确定关系重大;当量系数确定的科学性,直接关系到人才总当量计算的准确性。目前,通用的以学历要素为单一标准的当量测算科学性相对不足。完善人才当量系数,应审视劳动者的生产率、工资、人力资本和教育年限、学时、学分等多种要素,并进行加权计算。同时将研究生中的硕士和博士学位进行区分,从而得出不同学历(学位)人群的当量系数。运用这种测算方法所得的结果(系数)虽然与原先使用的系数值有较大的出入,但可以更科学准确地测算人才当量系数,对正确计量人才资源总量和合理确定不同人才层次的薪酬有较大现实意义。
The magnitude of the talent equivalent coefficient is of great importance to the determination of the total talent equivalent. The scientificity of determining the equivalent coefficient is directly related to the accuracy of calculating the total equivalent of talents. At present, the common equivalent calculation based on educational background is relatively unscientific. To perfect the talent equivalent coefficient, we should examine the productivity, wages, human capital and educational years, hours, credits and other factors of workers, and make weighted calculations. At the same time, the master’s degree and the doctor’s degree in the graduate students are distinguished, so as to obtain the equivalent coefficient of people with different educational backgrounds(degrees). Although the results(coefficients) obtained by using this calculation method are quite different from the original coefficient values, it can more scientifically and accurately calculate the talent equivalent coefficient, which is of great practical significance to correctly measure the total amount of talent resources and reasonably determine the salaries of different talent levels.
