筑牢“职业安全网”：我国工伤保险制度改革70年

Building up “Occupational Safety Net”:70 Years of Reform of China’s Industrial Injury Insurance System

工伤保险是世界上历史最悠久、实施范围最广的一项社会保险,在我国也是社会保险发展较早的保险项目。新中国成立70周年,也是中国工伤保险砥砺前行的70年,制度发展与国家经济社会发展紧密结合,从最初的工伤救济到劳动保护,之后逐步实现社会化保险,再到着力推进工伤预防、工伤补偿、工伤康复相结合的"三位一体"制度建设,我国工伤保险工作取得了显著成就,为广大劳动者筑牢职业安全网,护航工业化、城镇化、现代化进程。党的十九大提出"完善工伤保险制度",明确了新时期工伤保险事业的发展方向,指引我国工伤保险制度迈进高质量发展新时代。

Industrial injury insurance is a social insurance with the longest history and the widest scope of implementation in the world. It is also an insurance item with earlier development in China. The 70 th anniversary of the founding of the People’s Republic of China is also the 70 years development of China’s work-related injury insurance. The system development is closely integrated with the country’s economic and social development. From the initial work-related injury relief to labor protection, the gradual realization of social insurance, and then to the "threein-one" system construction focusing on the combination of work-related injury prevention, workrelated injury compensation and work-related injury rehabilitation, China’s work-related injury insurance has made remarkable achievements, providing a solid occupational safety net for the majority of workers and escorting the process of industrialization, urbanization and modernization. The 19 th National Congress of the Communist Party of China proposed to "perfect the industrial injury insurance system", which defined the development direction of industrial injury insurance in the New Era and guided China’s industrial injury insurance system into a new era of high-quality developmen.
