基于档案治理的档案信息资源开发模式转型研究

Research on the Transition of Archives Information Resources Development Model Based on Archives Governance

档案治理具有多元身份的治理主体、协商合作的治理过程、复杂多样的治理内容、系统完整的治理手段和循序渐进的治理目标五大核心理念,档案信息资源开发模式应当据此向档案部门主导、社会主体自主的复合治理模式转变。文章认为,以行政导向和内部需求为主的开发动力、以粗放投入和忽视效益为主的开发理念、以结构单调和浅表检索为主的开发对象、以单一主体和传统手段为主的开发方式、以封闭交流和单向传播为主的利用方式是档案管理视角下的档案开发工作的缺陷,在此基础上,结合档案治理的核心理念并利用AGIL分析框架构建起新模式的功能支撑框架,并结合其中资源系统、行政系统、社会系统和思想系统的功能性诉求,从档案管理体制、开发理念转变、基础设施建设、社会力量培育和法律法规完善五个方面提出了模式转型的实现策略。

Archives governance has five core concepts:multi-identity governance subject,consultation and cooperation governance process,complex and diverse governance content,systematic and complete governance methods,progressive governance objectives.The development model of archives information resources should be transformed to a composite governance model dominated by archives departments and autonomous by social subjects.The paper holds that the defects of archives development works from the perspective of archives management are the development motive force based on administrative orientation and internal demand,the development concept based on extensive investment and neglect of benefits,the development object based on monotonous structure and superficial retrieval,the development mode based on single subject and traditional means,and the utilization mode based on closed communication and one-way communication.Basing on the core ideas of archives management and using AGIL analysis framework to construct the functional support framework of the new model,and combining the functional demands of resources system,administrative system,social system and ideology system,the paper puts forward the transition solution from five aspects:archives management system,development concept transformation,infrastructure construction,social force cultivation and law and regulation.
