摘要
随着数字时代的到来,"以用户为中心"成为日益凸显的理念,受到这一理念的影响,"公民即用户"也成为政府数字化转型的重要逻辑,提升公民的使用体验和便利性感知成为政府数字化转型的重要出发点和目标。然而,实现这一目标需要建立以用户价值为中心的顶层设计,需要从终端用户的视角对政府内部组织和流程进行整合,需要建立用户参与的共治、共享价值网络,并建设具有最佳用户体验的应用终端。"公民即用户"的理念为反思中国当前政府数字化转型中存在的问题提供了非常有益的启示。
With the advent of the digital era,"user-centered"has become an increasingly prominent concept.Under the influence of this concept,"citizen is user"has also become an important logic of the government’s digital transformation,and improving citizens’use experience and convenience perception has become an important starting point and a goal of the government’s digital transformation.However,to achieve this goal,it is necessary to establish a top-level design centered on user value,integrate the internal organizations and processes of the government from the perspective of end users,establish a co-governance and Shared value network with user participation,and build an application terminal with the best user experience.The concept of"citizen is user"provides some useful enlightenment for us to reflect on the problems existed in China’s current government digital transformation.
