卫片执法系统的设计与实现

Design and implementation of satellite photo law enforcement system

作为福建省国土资源执法监察综合管理平台的重要组成部分,卫片执法系统利用高分辨率卫星遥感影像,以ArcGIS、Android (IOS)平台为基础,结合移动互联网技术,实现了卫片下发、现场核查、快速处置、案件管理、监督检查和预警考核等功能,形成了集卫片核查手机客户端、数据对接与短信发送以及卫片核查监管等为一体的执法监察工作模式。系统的推广与应用,为检查和评估地方自然资源日常执法监管成效和管理秩序提供了技术支撑。

As an important part of the comprehensive management platform for land and resources law enforcement monitoring in Fujian province,the system of law enforcement of satellite images uses high-resolution satellite remote sensing images based on ArcGIS and Android(IOS) platforms,combining with mobile internet technology to deliver satellite images,on-site verification,rapid disposal,case management,supervision and inspection,as well as the early warning assessment,etc,thus forming a law enforcement monitoring work mode that integrates the verification of mobile phone client terminal,data docking and SMS sending,security inspection and supervision.The promotion and application of the system provides technical support for the inspection and evaluation of the daily law enforcement and regulatory effectiveness of local natural resources,as well as the management order.
