新时代华侨华人与中国经济高质量发展激励机制研究

摘要 新时代华侨华人与中国经济高质量发展激励机制的建立是促使中国经济和华侨华人经济深度融合的基础和前提,也是中国经济保持持续稳步增长的重要保障。但是,当前激励机制存在的政策吸引力不足、对新生代华侨华人的精神激励欠缺以及忽视世界各地华侨华人间相互作用的问题,注定着旧激励机制无法满足未来经济高质量发展的需要。未来,中国只有更加深入地了解和探究新时代华侨华人渴望回国发展、共享经济繁荣和参政议政的新诉求,以及阻碍华侨华人参与中国经济建设的经济、政治法律和社会文化因素,才能构建一套能为中国经济高质量发展提供最强劲动力的"需求满足机制"和"阻力减小机制"并行运作的新激励机制。 In the new era, the establishment of incentive mechanism for overseas Chinese and China’s highquality economic development is the basis and prerequisite for the deep integration of China’s economy and o-verseas Chinese economy, and also an important guarantee for the sustained and steady growth of China’s econ-omy. However, the lack of policy attraction, the lack of spiritual incentives for the new generation of over-seas Chinese and the neglect of the interaction between overseas Chinese all over the world doom the old in-centive mechanism can not meet the needs of high-quality economic development in the future. In the future,only by further understanding and exploring the new demands of overseas Chinese for returning to China for de-velopment, economic prosperity and political participation in the new era, as well as the economic, politi-cal, legal and socio-cultural factors that hinder their participation in China’s economic construction, can China construct a set of "demand satisfaction mechanism" and "resistance" that can provide the strongest im-petus for China’s high-quality economic development. Reduction mechanism is a new incentive mechanism for parallel operation.
