广东省21市科技创新效率测评研究

Evaluation on the Efficiency of Scientific and Technological Innovation in 21 Cities of Guangdong Province

摘要 本文通过运用DEA-Malquist方法对广东省21市与四大区域2015-2017年科技创新效率分别进行了评价分析,结果表明:第一,2015-2017年间较2015-2016年间TFP升少降多,纯技术效率与规模效率不升反降;第二,2015-2017年间,Malmquist生产率指数小于1的城市可分为三类,一类为技术衰退(河源、汕尾、茂名),一类为规模不经济(广州、珠海、佛山、梅州、惠州),一类为管理、组织方式滞后与规模不经济(韶关、肇庆),从技术进步上看,大多数城市呈现技术进步趋势,少数城市呈现技术衰退,从规模效率上看,大部分城市呈现规模不经济趋势;第三,科技创新效率存在区域联合技术进步与规模经济,经营管理与组织变革也有所提升,存在聚集效应,且为正溢出效应,但科技创新的动力不足。 This paper uses DEA-Malquist method to evaluate and analyze the efficiency of science and tech-nology innovation in 21 cities and four regions of Guangdong Province from 2015 to 2017 respectively. The re-sults show that:First,TFP increased less and decreased more in 2015-2017 than in 2015-2016, while pure tech-nical efficiency and scale efficiency did not increase but decreased;Second,Between 2015 and 2017, cities with Malmquist productivity index less than 1 can be divided into three categories, one is technology reces-sion(Heyuan, Shanwei, Maoming), the other is scale inefficiency(Guangzhou, Zhuhai, Foshan, Meizhou,Huizhou), and the other is management, organizational lag and scale inefficiency(Shaoguan, Zhaoqing). From the perspective of technological progress, most cities show technological progress. In terms of scale effi-ciency, most cities show the trend of diseconomies of scale.Third,The efficiency of scientific and technological innovation exists regional joint technological progress and economies of scale, business management and organizational change have also been improved, there are aggregation effects and positive spillover ef-fects, but the motive force of scientific and technological innovation is insufficient.
