Urban Tourism of Sanya: Efficiency Structure and Evolutionary Characteristics

为了解三亚市旅游发展水平和旅游资本利用能力,采用DEA方法对三亚市2005-2018年来旅游发展效率进行评价,结果显示,只有2005年、2006年和2018年3个年份有效,虽然有效年份不多,但平均效率水平较高。在分解效率中,规模效率较低,而随着时间推移,规模效率、技术效率与拥挤效率趋于相等。以2008年和2013年为界,三亚市旅游发展可以分为调整期、稳定期和增长期3个阶段。房地产资本投入规模不断扩大,是影响三亚旅游效率的重要因素,外部政策影响和自身目标定位是决定三亚旅游效率高低的关键。

This paper evaluates the efficiency level of Sanya’s tourism development in the past 14 years by using DEA. The results show that the efficiency level of Sanya’s tourism development in the past 14 years is only effective in 2005, 2006 and2018. Although the effective years are not many, the average efficiency level is relatively high. In decomposition efficiency,scale efficiency is low, but over time, scale efficiency, technical efficiency and congestion efficiency tend to be equal. With2008 and 2013 as the boundaries, tourism development in Sanya can be divided into three stages: adjustment period, stability period and growth period. The continuous expansion of real estate capital investment scale is an important factor affecting the tourism efficiency of Sanya,the impact of external policies and the positioning of their own goals are the key to determine the level of tourism efficiency in Sanya.
