[Purpose/significance]The paper is to expound the important position of intelligence work in national decision-making,especially the cooperation between decision-making departments and intelligence departments,so as to enhance the efficiency and effectiveness of policy-making.[Method/process]The paper uses game analysis and case analysis methods to clarify the game equilibrium relationship between the intelligence department and the decision-making department,and adjusts the mutual trust and cooperation between them.[Result/conclusion]It points out that the instrumental role of intelligence work in national decision-making from a macro perspective should be recognized,and the policy support of intelligence work including ensuring the effective deployment of scarce resources,the policy transparency and the forecasting of decision-making should be emphasized,so as to highlight the significance of intelligence work for the national security service capability.
