政府网站政民互动平台建设实证研究

Construction of the Government Website’s Interaction Platform Between the Government and the Public

为进一步推进政民互动平台的建设,构建健康的政民互动平台,以省级以上的政府网站为研究对象,以实证研究方法对政民互动平台的栏目设置、互动内容、信息公开等方面展开调查。总结了政民互动栏目建设的特点:从政府层面讲,构建了多层次的政民互动形式,并引导公民理性参与;从公民层面讲,公众参与程度不同,民众诉求渠道及主题多样。分析了政民互动栏目建设的不足:互动形式单一化;信息公示不足。探讨了政民互动栏目建设的优化对策:丰富政民互动形式;加大信息公示力度;增强公民参与意识。

In order to further promote the construction of the interaction platform between the government and thepublic,and build a healthy interaction platform,this paper takes the government websites at the provincial level and above as the research objects,and conducts an investigation on the column setting,interaction content,information disclosure and other aspects of the interaction platform with the empirical research method.This paper summarizes the characteristics of the construction of the interaction platform:From the perspective of the government,it constructs a multi-level form of interaction between governments and the public,and guides their rational participation;From the perspective of the public,the degree of the participation is different,and the channels and themes of public appeal are diverse.Thispaper analyzes the deficiency of the construction of the interaction platform:The form of interaction is simplified;Insufficient information disclosure.The optimized countermeasures for the construction of the interactionbetween the government and the public are discussed:to enrich the interactive forms;to increase the potency dimension of informationdisclosure and to enhance the consciousness of the public′s participation.
