Environmental Regulation,Financial Development and Regional Innovation Capability

该文利用2000-2016年中国30个省市的数据实证研究了环境规制、金融发展对区域创新能力的影响。研究结果表明:第一,环境规制、金融发展和区域创新能力等经济变量存在空间关联性,应采用空间杜宾模型;第二,环境规制对区域创新能力有负向影响,但回归系数不显著,“波特假说”在中国省际层面并未出现;第三,金融发展显著提升了本地区和周边地区的区域创新能力,但整体助推效应较小;第四,控制变量方面,FDI不利于本地区区域创新能力提升,对周边地区区域创新能力的影响也不显著,经济增长、市场化程度和财政支持都显著地提升了本地区的创新能力,但抑制了周边地区的区域创新能力。

By applying the panel data of 30 provinces from 2000 to 2016,this makes an empirical study concerning the impact of environmental regulations and financial developmenton regional innovation capability. The results show that:( 1) there is a spatial correlation among variables of environmental regulations,financial development and regional innovation capability and the Spatial Durbin Model should be adopted;( 2) environmental regulations have a negative impact on regional innovation capability,but the regression coefficients are not obvious and the Poter Hypothesis doesn’t appear at the provincial levels in China;( 3) Financial development noticeably promote regional innovation capability of the region in question and its neighbouring regions,but the total promoting effect is relatively poor;( 4) In the respect of controlling variables,FED is not favourable for the promotion of regional innovation capabilityof the region in question and its impact on the innovation capabilityof neighbouring regions is not obvious. Economic growth,marketization degree,financial support obviously boost the regionalinnovation capability of the region in question,but they restrict the regional innovation capability of neighbouring regions.
