珠江—西江经济带绿色金融政策体系研究

On Green System of Financial Policy in the Zhujiang-Xijiang Economic Belt

绿色发展已成为我国乃至全球共识与行动。党的十八届五中全会提出绿色发展理念。《珠江—西江经济带发展规划》把珠江—西江经济带打造为“流域生态文明建设试验区”作为战略定位,为珠江—西江经济带绿色发展奠定制度和行动基础。目前,绿色金融政策体系乏力问题制约珠江—西江经济带绿色发展。文章通过分析绿色金融政策体系构建现状及其存在的问题,从绿色金融法律法规体系、绿色金融市场体系、绿色金融主体参与多样性、绿色产业发展机制等方面,探讨珠江—西江经济带绿色金融政策体系构建,旨意助推珠江—西江经济带绿色发展。

Green development has become our country’s as well as the world’s consensus and conduct.The 5th Plenary Session of the 18th Central Committee the CCPC put forward the idea of green development and the Development Programme of the Zhujiang-Xijiang Economic Belt has taken as a strategic orientation developing the Zhujiang-Xijiang Economic Belt into an“Experimental Area of Ecological Civilization Construction”,which has set a foundation for the system and implementation of green development of the Zhujiang-Xijiang Economic Belt.At the present stage,the problem of poor effect of green financial policy restricts the green development of the Zhujiang-Xijiang Economic Belt.By analyzing the current situation of and problems in construction of green financial policy system,this paper makes research into the Zhujiang-Xijiang Economic Belt from the perspective of law system of green finance,market system of green finance,diversity of participants in green finance,the purpose of which is to push the green development of the Zhujiang-Xijiang Economic Belt.
