摘要
大学的治理经常出现政策执行与政策规定之间的背离。本文通过对相关一流建设高校章程文本及实地访谈材料的分析,发现在校长是否参与学术委员会、学术委员会决策地位赋予等问题上,不同高校存在多元化的治理实践,反映了大学治理的复杂性。具体涉及高校内部不同权力间的交织、制度安排与高校地方性政策运用的张力等问题。提升大学治理有效性应处理好行政权力与学术权力、正式制度与非正式制度、合法机制与效率机制等关系。
In terms of effective governance,deviation between policy provisions and policy implementation can be seen frequently.Through the analysis of the university?statutes?and interview transcription of relevant universities,it is found that universities have diversified governance practices in whether the?president participates in the academic committee and the decision-making status of the academic committee,which reflects the complexity of university governance.It involves the interweaving of different powers within the university,the tension between the arrangement of the unification system and the university's local knowledge application.To improve the effectiveness of university governance,it is suggested that administrative power and academic power,formal?institution and informal institution,legality mechanism and efficiency mechanism should be properly dealt with.
