农村土地对外流转存在的现实问题及政策建议——以H省国家农业园为例

Existing Realistic Problem and Policy Suggestions of Rural Land External Circulation——With National Agriculture Park of H Province as Example

土地对外流转是继集体内部流转之后的一种流转方式,对外流转用于建设农业园已经成为现阶段农村土地流转的主要模式。H省国家农业园土地流转用于国家农业园建设面临的主要问题有:地方层面在执行及监管上的不到位加剧了土地非农化的倾向;单一的经营模式未能形成对当地农户有效的带动作用。促进农村土地对外流转健康发展、持续增效的对策建议:坚持政策底线思维,大胆积极地探索地方用途管理政策;在现行的流转政策体系下出台对外流转分类管理政策;出台进一步加快推动规模化经营模式转变的政策。

Land external circulation is a kind of circulation mode after the internal circulation of the collective and has become the main mode of rural land circulation for the construction of agricultural parks at present. The main problems faced by land circulation of national agriculture park for the construction of agricultural parks in H Province are as follows: the inadequate implementation and supervision of the local level has intensified the trend of land use conversion;the single management mode failed to form an effective driving effect for local farmers. Countermeasures and suggestions for promoting the healthy and sustainable development of rural land external circulation include the following: we should adhere to the bottom line thinking of policies and actively explore policies for land use administration of the local;the policy of classified management of external circulation should be promulgated under the current circulation policy system;policy of further promoting the transformation of scale operation model should be promulgated.
