社会风险是人类无法逃避的重大问题,原因是其未知性带来的巨大破坏力,国家干预变得非常必要,但又不能成为不必要的恶。要让个体积极行动起来,变被动为主动,变不利为有利,切实参与到现实的生产、分配、生活中去。在日益现代化的社会,作为庞然大物的集体国家实体,任务从解除强大自然力量造成的威胁转向增强社会整体的凝聚力、克服个体盲目依赖性和分散性,借由缜密规划和科学控制的理性选择,实现社会有序、团结、融合,达成福利的情感体验化和受益最大公约化。福利国家风险化解倚靠风险解构和福利重构,进而充分发挥国家和个人的潜力实现共同发展。在全面建成小康社会过程中,要大胆借鉴包括吉登斯等西方先进社会风险调控思想,在社会进步中实现中华民族的伟大复兴。

Social risk is a major problem that human beings can not escape.Because of the great destructive power of the unknown,state intervention becomes very necessary,but it can not become unnecessary evil.We must let the individual take an active part in production,distribution and life by changing passivity into initiative and disadvantage into advantage.In an increasingly modern society,the task of the collective state entities as behemoths has shifted from removing threats posed by powerful natural forces to strengthening the cohesion of society as a whole and overcoming the blind dependence and fragmentation of individuals through careful planning and scientific control of rational choice,to achieve social order,unity,integration as well as the welfare of emotional experience and benefit of the maximum convention.The resolution of welfare state risk depends on the deconstruction of risk and the reconstruction of welfare,so as to give full play to the potential of the state and individuals to achieve common development.In the process of building the moderately prosperous society in an all-round way,it is necessary to draw on the advanced Western ideas of risk control,including those of Giddens,to realize the great rejuvenation of the Chinese nation in the process of social progress.
