南京市建邺区城市高质量发展“智慧”—“共享幸福圈”的现状与发展策略研究

Research on the Current Situation and Development Strategy of “Wisdom-Sharing Happiness Circle” for High-quality Development in JianyeDistrict, Nanjing

党的十九大以来,我国经济已经由高速度发展转为高质量发展的阶段,城市经济也正在逐步转型,业已形成的共享型城市正在悄然兴起,也形成了社会-经济的新模块,对国民经济的发展有支撑性作用。建邺区的共享幸福圈的城市发展理念,与高质量发展和智慧城市的目标相融合,正在逐步形成"智慧-共享幸福圈"的新城市发展模式。"智慧-共享幸福圈"适应了建邺区企业和居民的宜居、宜业需求,同时该也适应数字时代发展,并且逐步形成了一条独特智慧社会治理体系与城市高质量发展的模式。研究深入分析建邺区经济社会发展的现实和智慧城市建设的背景,发现南京建邺区初步解决了智慧城市如何服务居民生活、产业发展。通过城市发展突出基本服务功能、科学规划宜居宜业发展空间、逐步有计划形成国际-绿色社区也解决社会治理过程中瓶颈问题,如城市管理模式急需转变、城市人群需求的多元化等问题。建邺区下一步智慧共享幸福圈要实现政府现代服务公共流程再造、数字化与公共产品对接、实现城市产业与公共服务融合及逐步形成全球性城市话语,真正做到人民共享幸福。

Adapting to the general secretary’s instruction, the happiness circle of wisdom-sharing sufficiently mobilizing the enthusiasm of the government, enterprises, social organizations and residents in Jianye district. The happiness circle of "wisdom-sharing" will adapt to the development requirements in the new era, gradually form a wisdom community governance system, and achieve the goal of people oriented. Also optimize the community governance model of Jianye by using intelligent technology, and achieve the basic goal of high-quality development of modern urban construction by improving the operation level of the sharing mechanism. Based on the investigation of Jianye District in Nanjing, the Jianye Research Group of Tsinghua University has realized that Jianye District takes the five micro-platforms as a key point to solve the choke point in the process of social governance, and has increasingly formed the rudiment of a modern wisdom city. The research group has put forward suggestions for the next step of the happiness circle of wisdomsharing in Jianye district.
