基于FAHP法的沙依巴克区社区公共安全水平研究

Community Public Safety Research Based on FAHP Method in Saybagh District

结合目前国内外公共安全理论的发展以及乌鲁木齐社区公共安全的实际,建立了一套可操作性的社区公共安全评价指标体系,构建了基于FAHP法的社区公共安全评价模型,并对九个典型社区的公共安全建设水平进行了综合评价。结果表明,影响沙依巴克区社区安全稳定的主要因素是人为性的,相对于危机管理能力和应对能力,社区危机预防能力的低下才是威胁和谐社区建设的主要原因。

Combined the development of public safety theory in home and abroad with the public security reality of Urumqi,a practical operation of evaluation index system of public security is established.This paper constructs a community public safety evaluation model based on FAHP to assess levels of public safety in nine typical communities.Results show that the primary factors influencing the safety and stability in saybagh district community is the artificial,compared with the crisis management and response capacities,lack of community crisis prevention capacity is a key threatening harmonious community construction.
