电力现货市场对燃煤火电企业运营的机遇与挑战

Opportunities and Challenges for the Operation of Coal-fired Thermal Power Enterprises in the Power Spot Market

我国进入“十三五”时期后,经济发展进入了新常态,随着供给侧改革的深入推进,电力体制改革也在不断完善,《中共中央国务院关于进一步深化电力体制改革的若干意见》(中发〔2015〕9号)为电力市场改革提供了强有力的政策支撑。为还原电力商品属性,形成由市场引导价格和投资、以电力能源的最优配置实现全社会福利的最大化、促进清洁能源消纳促进能源结构优化等,结合国外电改经验,我国电力“现货”市场应运而生,为传统的燃煤发电企业带来了机遇与挑战。本文通过分析电力现货市场的特点,以及现货市场给传统燃煤火电企业全生产要素带来的变化,梳理并提出了电力现货市场背景下,燃煤火电企业运营所面临的机遇与挑战。

After China entered the“13th Five-Year Plan”period,the economy entered a new normal state.With the deepening of the supply-side reform,the power system reform is also constantly improving.“Several Opinions of the CPC Central Committee and the State Council on Further Deepening the Reform of the Power System”(Zhong Fa[2015]No.9)provided strong policy support for the reform of the power market.In order to restore the attributes of electric power products,the market will guide the price and investment,maximize the overall social welfare with the optimal allocation of power resources,promote the clean energy consumption and promote the optimization of energy structure,and combine the experience of foreign electricity reform,China’s electricity“spot”The market came into being,and brought opportunities and challenges to traditional coal-fired power generation companies.This paper analyzes the characteristics of the power spot market and the changes brought by the spot market to the whole production factors of traditional coal-fired thermal power enterprises,and combs and puts forward the opportunities and challenges faced by coal-fired thermal power enterprises in the context of the power spot market.
