大数据在地方治理中的嵌入为地方政府治理能力现代化提供新的契机,也提出新的挑战。大数据嵌入从治理资源、治理工具与治理理念三个维度重塑地方政府治理能力,建构由全景绘制能力、全景分析能力与全景决策能力构成的全景治理能力,实现了地方治理的全面性、前瞻性与精准化,并从认知、决策与行动三个层面重组地方治理的过程,实现从技术赋能到地方政府治理能力的转化,使地方政府在数据治理的基础上准确把脉社会公共问题,挖掘与利用社会治理资源,为实现地方政府"元治理者"的功能创造条件,推进多元治理行动者的合作行动与地方政府治理能力的现代化。

The embedding of “Big Data”in local governance provides a new opportunity for the modernization of local government governance capabilities,and it also presents new challenges.“Big Data”embeds in local government governance from the three dimensions of governance resources,governance tools and governance concepts,and constructs a panoramic governance capability consisting of panoramic drawing capability,panoramic analysis capability and panoramic decision-making capability.It helps establish the comprehensive,forward-looking and precise model of local governance,reorganize the process of local governance from the three levels of cognition,decision-making and action and realize the transformation from technical empowerment to local government governance,enabling local governments to accurately identify public issues based on“data governance”,tapping and utilizing social governance resources,creating conditions for local governments to realize the functions of“meta-governors” in local governance,and promoting the cooperative actions of multi-governance actors and the modernization of local government governance capability.
