铁路货运承运清算模式下市场化定价研究

A Study on the Strategies to Implement the Market-pricing Policy with Railway Freight Carrier Liquidation System

随着铁路货物运输价格市场化改革和货运承运清算模式的实施,迫切需要铁路运输企业以货运承运清算为指导,明确承运清算条件下货运价格运用、发挥承运清算政策指导作用等市场化定价的总体思路。在分析货运承运清算模式实施对货运价格管理的影响基础上,按照市场比价、效益优先、有序竞争、统筹运用等市场化定价的基本原则,提出明确承运清算盈亏标准、建立杂费清算补偿机制、实施货运定价底线原则、制定管内货物平均变动成本、明确清算亏损运价项目条件、推进综合施策等市场化定价机制,以及完善承运清算测算手段、建立货票盈亏分析系统等保障机制,以不断完善承运清算条件下货运市场化定价机制,提升铁路货物运输效益。

Since the implementation of the market-pricing policy on railway freight rates and freight carrier liquidation system,it is urgent for the railway transport enterprises to have a better and general knowledge about the pricing policy focusing on freight rates application and the role of the carrier liquidation system,guided by the carrier liquidation system.Based on an analysis of the impact caused by the carrier system on freight rates management and in line with the basic market-pricing principles of price comparison,efficiency priority,fair competition and overall planning,this paper has put forward the strategies to improve railway cargo transportation efficiency with the improved the market-pricing system:clarifying the standards on profits and losses within the carrier liquidation system;establishing a liquidation compensation mechanism on sundry charges;implementing the freight rate pricing bottom line principle;formulating the average variable costs for the cargo;defining the conditions for the liquidation of the loss freight rates items;implementing the concerning policies in an integrated way;improving the carrier liquidation calculation methods and establishing an profit and loss analysis system of freight bills.
