关于铁路货运增量对策探讨

A Study on the Strategies to Increase Railway Cargo Transport Volume

为深化落实国家交通强国建设和运输结构调整战略部署,通过比较分析近年来全国公路、铁路、水路运输增量、占比情况,从当前公路竞争力度大、市场走势难预测、铁路自身制约因素较多等不利方面,以及宏观政策支撑、行业基本面持续改善、铁路进入发力期等有利方面,剖析铁路货运量增量的影响因素;从货源结构、运力资源、路企协调出发,提出聚力推进“公转铁”运输、发到端联动协同组织、多管齐下提高吸引力等铁路中短期货运增量对策,以及与上下游企业融合发展、发展铁路现代物流、按需设计物流产品等铁路中长期发展对策。

To better implement China’s national strategic policies to promote and restructure its transportation network,this paper has firstly studied the freight volume increase and proportions by road,railway and water in recent years.Then this paper has further analyzed the factors that influence the railway freight volume increase including both the negative ones:fierce competitiveness in the road transport industry,big difficulties in predicting the market trend and various constraints of the railway’s own and the positive ones:macro-policy support,continuous improvement of the general industry development and faster growth in the railway industry.Accordingly,in terms of client structure,transport capacity resources and coordination between the railway and the transport companies,this paper has put forward the medium-short term development strategies:implementing the policy of“promoting railway instead of road transportation”,close collaboration between the departure and arrival terminals and improving the railway’s competitiveness in different ways in addition to the medium-long term strategies:integrated development between the upstream and downstream firms,promoting the development of modern railway logistics and developing logistic service products to meet the market demand.
