运输结构调整背景下徐州铁路货运发展对策探讨

A Study on the Strategies to Promote Railway Cargo Transportation in Xuzhou against the Backdrop of Transportation Restructuring

在国家大力推进运输结构调整背景下,《推进运输结构调整三年行动计划(2018—2020年)》指出以推进大宗货物运输“公转铁、公转水”为主攻方向,不断完善综合运输网络,切实提高运输组织水平,减少公路运输量,增加铁路运输量。以铁路枢纽城市徐州为例,通过分析当前铁路货运发展现状、存在问题及发展思路,提出徐州铁路货运发展对策,即:加快建设完善铁路物流基地体系,鼓励物流基地建设运营和服务模式创新,组建高水平铁路物流投资经营平台,优化拓展国际国内物流网络,积极推进多式联运品牌建设,加强标准化运输装备推广应用。

With the national policies of restructuring China’’s transportation network,the"Three-year Action Plan to Promote the Adjustment of Transport Structure(2018-2020)"proposes that the integrated transportation network should be upgraded with better organization and more railway instead of road transport volume,which focuses on the bulk cargo transported by railway and water instead of road.On the basis of an analysis of the current conditions and prospects of the Xuzhou City,this paper has put forward the strategies to promote the development of railway cargo transport:speeding up the construction and improvement of the railway logistic park system,encouraging innovations in the construction,operation and service provision at the logistic parks,setting up a high-level platform for railway logistic investment and operation,upgrading the logistic network for both international and domestic services,promoting brand-building for intermodal transportation and expanding application of standard transport facilities.
