摘要
部分高校教师职称评审制度存在着诸多缺陷,主要是重科研成果评定,轻教学质量考核;重科研成果数量要求,轻成果质量评价;重科研成果要求,轻学风教育;学术道德失范等。究其原因,其中就包括对教学与科研地位缺乏正确认知,不能根据学校定位的差别确立相应的评审规则等。据此,要建立更加科学完善的职称晋升机制,更好发挥职称评审的价值导向功能;要建立平行对等的学术教授、高级讲师职称制度,施行区别化的分类管理;要建立完善的职称评聘分离制度,激发教师持久的发展动力;要建立“自律”“他律”相结合的职称评审制约制度,营造健康的职称评审环境。
There are many deficiencies in the university teachers'title assessment,which can be summarized as follows:overvaluing scientific research achievement assessment while undervaluing teaching quality assessment;overvaluing requirement on the number of scientific research achievement while undervaluing achievement quality assessment;overvaluing requirement on scientific research achievement while undervaluing academic atmosphere education;and academic dishonesty.The reasons for the deficiencies include the lack of knowledge of teaching and scientific research status and the failure to establish assessment systems based on university orientation.Therefore,it is of great importance to establish a scientific and sound title promotion mechanism to fully play the value-oriented role of title assessment;to establish a paralleled and equivalent title system of academic professor and senior lecturer to carry out classified management;to establish a perfect separation system between title assessment and employment to stimulate teachers'everlasting development power;to establish a restricted title assessment system with the combination of self-discipline and heteronomy to create a healthy title assessment environment.
