Evolutionary Logic and Prospect of Policies to Develop Ethnic Colleges and Universities Since the Founding of New China

新中国成立70年来,民族院校发展政策的变迁大致经历了以培养少数民族政治干部为主的初步发展时期(1949年-1977年)、以培养专业技术人才为主的壮大发展时期(1978年-2004年)、以培养综合素质人才为主的内涵发展时期(2005年至今)三个阶段。本文从政治论、经济论、价值论三维分析框架,对民族院校发展政策逻辑演进进行梳理分析,并根据新时代国家发展战略、民族地区社会发展对人才的需求、高等教育发展背景和民族工作的实际,对新时代民族院校发展政策进行了展望。

Since the founding of new China,the policies to develop ethnic colleges and universities have gone through three stages(in the past 70 years):mainly to train ethnic political cadres in the initial stage(1949-1977),to cultivate professional technicians in the expanding stage(1978-2004)and to cultivate comprehensive quality talents in the connotative developing stage(2005-present).Based on the theories of politics,economy and values,the paper analyzes the evolutionary logic of the policies to develop ethnic colleges and universities,and makes some prospect for the future of ethnic colleges and universities to meet the needs of China's development,regional talents in the ethnical areas,higher education background and ethnic work practice in new era.
