新中国成立70年内蒙古民族教育政策的逻辑进路与时代走向 被引量:5

Logical Approach and the Trend of the Time of Ethnic Education Policy of Inner Mongolia in the 70 Years after the Founding of New China

摘要 新中国成立70年来,内蒙古民族教育政策经历了以“国家体制建立”为导向的起步和探索期、以“区域经济建设”为导向的调整与发展期和以“予人平等个性发展”为导向的繁荣与成熟期三个阶段。70年间,内蒙古民族教育始终坚持党和国家的教育方针、民族政策与内蒙古实际相结合的原则,以国家核心价值为主导,以地方文化价值为特色,通过制定一系列民族教育政策,回应政治建设、经济发展、文化传承、教育公平等多元诉求,呈现出鲜明的国家性、地方性、民族性、文化性等特点,开辟了一条中国特色、内蒙古个性的民族教育之路。进入新时代,内蒙古民族教育政策需要把握时代脉搏,精准发力,助力民族教育的内涵式发展,为国家和其他民族地区民族教育政策的制定提供“内蒙古经验”。 During the 70 years after the founding of New China, the development of ethnic education policy of Inner Mongolia has gone through three stages of the starting and exploring period oriented by "political drive"(1949-1966), the adjustment and development period oriented by "economic construction"(1976-2000) and the "people-oriented" period of prosperity and maturity(2001-present). The policy changes have displayed distinct regional, ethnic and cultural characteristics and started the development of attaching equal important to quality and characteristics in ethnic education in Inner Mongolia. In the new era of socialism with Chinese characteristics, the ethnic educational policies of Inner Mongolia need to take up the mission of the times, adhere to the policy value orientation of fairness and justice, take into consideration of both national and ethnic characteristics in policy making, and establish a policy implementation mechanism of unified management and collaboration, so as to promote the connotative development of ethnic education and build the Chinese nation community.
