Strategic Significance, Willingness-based Analysis and Path Selection: Three Dimensions of In-situ Urbanization in the Countryside of China

就地城镇化是不同于异地城镇化为主导的新型城镇化道路的一种重要模式,是实现城乡一体化与乡村振兴战略的重要举措。在推行农村就地城镇化过程中应充分尊重农民的意愿选择,积极探寻影响农民就地城镇化意愿的乡土情结、社会保障、城镇谋生能力、公共设施、居住环境、子女教育等方面的因素,需要打破传统的城乡二元结构体制障碍,推进制度变革;塑造新型职业农民,解决农民就近就业难题;广泛开辟资金渠道,营造乡村生态宜居环境;优化乡村产业布局,形成特色小镇,才能最终实现农民"人的城镇化"。

In-situ urbanization is an important mode of new urbanization that is different from urbanization in other places. It is an important measure to achieve urban and rural integration and rural revitalization strategy. In the process of implementation of rural in-situ urbanization, we should fully respect the wishes and choices of farmers, and actively explore such factors as local sentiments, social security, urban livelihood sustainability, public facilities, living environment, and children’s education that affect farmers’ will in local urbanization. It is necessary to break down the traditional barriers of the dual structure between urban and rural areas, promote institutional reform, train new-type professional farmers, solve the problem of farmers’ employment in the vicinity, provide more financial channels to create an ecological and livable rural environment, optimize the layout of rural industries and form feature-specific towns in the final realization of the "humanistic urbanization" of farmers.
