解决跨行政区域集中连片贫困区整体脱贫的实践探索研究——基于云南“倘甸片区”“行政管理托管”的调查研究

Overall Poverty Alleviation in a Vast Area of Extreme Poverty across Administrative Regions:A Case Study of “Administrative Management through Trusteeship” in Tangdian District of Yunnan Province

2020年实现全面建成小康社会的目标日趋接近,时间紧、任务重、困难大。解决区域整体贫困是当前脱贫攻坚的"坚中之坚""难中之难""困中之困"。跨行政区域管理是影响当前集中连片贫困区整体脱贫的重要现实因素之一。云南省昆明市在分属于三个县区行政管辖的倘甸集中连片贫困区,实施"行政管理托管"的制度创新方式,为实现该片区整体脱贫提供了重要的制度保障,具有重要的理论价值和实践意义。

The goal of building a moderately prosperous society in all aspects in 2020 is getting closer. The time is pressed, and the tasks are heavy and difficult. Resolving the regional overall poverty is the most difficult in the current period. Cross-administrative management in different areas is one of the key factors that affect the overall poverty alleviation in a vast area of extreme poverty, and Tangdian District which is under the jurisdiction of three counties/districts is a case in point. Kunming Municipal Government chooses to implement the institutional innovation model of "administrative management through trusteeship" in Tangdian, which provides institutional guarantee for its overall poverty alleviation and has much theoretical and practical significance.
