工业大气环境效率、要素流动与经济产出互动关系研究

Research on the Interactive Relationships among Industrial Atmospheric Environmental Efficiency, Factor Mobility and Economic Output

基于全要素生产率理论与虚拟前沿面思想,构造虚拟前沿面的非期望产出SBM模型对中国工业大气环境效率进行科学测度,并通过SPVAR模型探讨中国工业大气环境效率、工业要素流动与工业经济产出的时空动态关系。结果显示:第一,中国工业大气环境效率发展态势良好,但效率值总体偏低;工业大气环境效率区域差异明显,东优西劣格局明显;第二,在工业劳动力总量下降约束下,工业大气环境质量提升能够增强区域竞争优势,吸引劳动力流入和固定资产投资,环境优势可带来经济发展竞争优势。在上述研究基础上,各省市应当立足区域大气环境质量现状,采取差异化大气环境保护策略,加强高素质人才和绿色资本引入,推动工业绿色发展。

This paper develops virtual frontier undesirable output SBM model for industrial atmospheric environmental efficiency base on the theory of total factor production and the virtual frontier, and employs spatial vector autoregressive(SPVAR) model to measure on the interactive relationships among industrial atmospheric environmental efficiency, factor mobility and economic output. Results show that China’s industrial atmospheric environmental efficiency is developing well, but the efficiency value is generally low. The regional differences in industrial atmospheric environmental efficiency are obvious, excellent in the east and inferior in the west. Secondly, under the constraint of the decline of the total industrial labor force, the advantage of the quality of the industrial atmospheric environment can enhance the regional competitive advantage and attract labor inflow and fixed asset investment. Environmental advantages can bring economic development competitive advantage. On the basis of the above research, all provinces and cities should adopt differentiated atmospheric environmental protection strategies, strengthen the introduction of high-quality talents and green capital, and promote green industrial development.
