摘要
近年来,随着PPP模式在我国越来越广泛地应用,健全的PPP项目绩效考核体系显得尤为重要。在介绍PPP项目绩效考核体系主要特征的基础上,基于平衡记分卡构建4个维度共16个指标的绩效考核体系模型,采用层次分析法对指标赋予权重,采用加权综合指数法对结果进行评价考核。并引入武汉市清水入江项目进行实证研究,从理论和实践层面为PPP项目绩效考核提供参考。
In recent years,as the PPP model is widely used in China,an appropriate performance evaluation system of PPP projects is particularly important.The paper first introduces the concepts and main features of the performance evaluation system related to PPP projects,and then builds a performance evaluation system with 16 indicators in four dimensions based on the balanced scorecard.The analytic hierarchy process method is used to assign weights to the identified indicators,and the results are weighted by the comprehensive index method.Finally,the Wuhan Qingshui River Project was introduced for empirical research.It provides reference for PPP project performance evaluation from the theoretical and practical levels.
