政府投资项目招投标采购效能分析

Analyzing the Procurement Effectiveness of the Bidding Process of Government Investment Projects

为健全国内政府采购效能评价体系,剖析影响采购效能的因素和机制,构建了采购效能评价指标体系,提出了研究假设,利用结构方程模型对相应的理论假设进行了实证分析。结果表明政府采购效能维度超越传统成本目标,受多重并发因素影响,其中招投标队伍保障是唯一外生因素,对采购效能的影响最为显著。回应了近年来有关公共采购效能提升的理论诉求,并对如何提升公共采购效能提出了相应的路径参考。

To improve procurement efficiency evaluation system of the domestic governments and analyze the factors and mechanisms affecting procurement efficiency,this study constructs an index system for procurement efficiency evaluation.By making research hypothesis,this study uses the structural equation modeling to conduct empirical analysis.The results show that the dimension of government procurement efficiency is higher than the traditional cost goal and is affected by multiple concurrency factors.The bidding team guarantee is the only exogenous factor.The impact on procurement efficiency is the most significant one.This study responds to the theoretical demands of the improvement for public procurement efficiency in recent years,and provides a corresponding reference for how to improve the efficiency of public procurement.
