Reflection on the Practice and Functional Orientation of Comprehensive Quality Evaluation Policy

摘要 本世纪初,中小学生综合素质评价政策因应我国以素质教育为导向的基础教育课程改革实验推进得以提出。近年来,随着新高考改革方案提出高校招生录取参考高中学生综合素质评价的基本制度设计,使得综合素质评价的人才选拔功能空前凸显。本文主要结合上海市高考综合改革试点的推进情况,整合前期多方面的调研成果,对综合素质评价政策的演进、凸显人才选拔功能的当前实践及需坚守的功能定位和政策理念等进行专题分析,以期对相关政策的后续完善提供些许参考。 At the beginning of this century, the comprehensive quality evaluation policy of primary and middle school students was put forward in response to the experimental progress of the basic education curriculum reform oriented by China’s quality education.In recent years, with the new college entrance examination reform plan, the basic system design of the college students’ enrollment reference high school students’ comprehensive quality evaluation is put forward, which makes the talent selection function of comprehensive quality evaluation more prominent. This paper mainly combines the promotion of the Shanghai college entrance examination comprehensive reform pilot, integrates the previous research results in various aspects, and analyzes the evolution of the comprehensive quality evaluation policy, highlights the current practice of the talent selection function, and the functional orientation and policy concepts that need to be adhered to, in order to provide some reference for the subsequent improvement of relevant policies.
