摘要
传统城市开发建设模式忽视人与自然的共生关系,导致内涝风险激增、水环境日趋恶化等系列"城市病"逐步显现。以厦门翔安南部新城为例,重新审视城市发展思路,探索新城海绵城市建设系统化方案编制思路及主要内容,改变传统规划中常见的问题、指标、方案、工程、效果逐环脱钩等弊端,从解决流域问题角度出发,系统提出与解决问题相匹配的格局构建、管控体系、实施方案、建设工程等,并采用相关模型进行预期效果评估,形成了从提出问题到解决问题的完整闭环。
The traditional urban development neglects the symbiotic relationship between human and nature, leading to a series of "urban diseases" such as the surge in risk of rainstorm waterlogging and the deterioration of water environment. Taking the south new area in Xiang’an as an example, this paper re-explores the main ideas and contents of the systematic plan of sponge city construction in new urban areas to remove the shortcomings of traditional planning. For solving every watershed problem, the main contents of systematic plan include ecological pattern construction, index system, implementing scheme, construction schedule, evaluation of expected effect based on hydrologic model, etc. This systematic plan proposes a closed loop from practical questions to effective solutions for the sponge city construction in new urban areas, which might fill in the blanks between special planning and project design.
