摘要 CO2排放量随航煤消费量的增加而增加,我国现已成为全球第二大航煤消费国。为响应全球气候协议和国际民航的碳减排计划,发展生物航空煤油成为我国航空业减排、可持续发展的重要途径。研究分析了我国生物航煤发展所面临的问题,以及国外成熟做法,建议通过增加原料供应、规定航空公司碳排放配额、政府建立补偿机制和相关政策等,助力我国生物航空煤油可持续发展。 China’s consumption of aviation kerosene has increased by more than 140 times in forty years,and now China is the second largest aviation kerosene consumer in the world. China’s carbon dioxide emission amount increases with the increase of aviation kerosene consumption. In response to global climate agreement and the emission reduction plan of international famous airline companies,developing bio-based aviation kerosene has become an important way for China’s aviation industry to reduce emissions and maintain sustainable development.This paper studies and analyzes the problems faced by China’s bio-based aviation kerosene industry and introduces the successful experiences in other countries.It proposes to promote the sustainable development of China’s bio-based airline kerosene through increasing the supply of raw materials,specifying the carbon emission quotas of airlines,and establishing compensation mechanisms and related policies.
