Theoretical Logic and Value Elements of Good Governance in University

大学善治是大学治理的直接目标与理想状态。大学善治的提出与兴起有其自身的理论逻辑,既取决于大学内在组织结构的复杂性与职能目标的多样性,又与现代大学的日益"世俗化"和治理能力现代化的诉求有密切关联。现代大学善治具有民主、法治、有效、负责和透明五大价值要素。其中,民主是大学善治的前提,法治是大学善治的基础,有效是大学善治的目标,负责与透明是大学善治的保障。

The good governance is the direct goal and ideal state of university governance. The proposition and rise of the good university governance has its own internal logic. It not only depends on the complexity of the internal organizational structure of the university and the diversity of the functional objectives, but also has a great correlation with the external appeal of the secularization of modern university and the modernization of university governance capacity. Nowadays, good university governance has five value elements: democracy, legalization, effectiveness,responsibility and transparency. Democracy is the prerequisite of good university governance, legalization is the basis of good university governance, effectiveness is the goal of good university governance, responsibility and transparency is the guarantee of good university governance.
