新高考改革政策解读:基于多源流理论的视角 被引量:13

摘要 从多源流理论视角解读高考政策改革发现,人民群众对高质量教育的迫切需求与优质教育资源相对稀缺的矛盾是新高考改革的问题源流;"从上到下"的改革试点、经验总结和全面实施的改革实践是新高考改革的政策源流;执政理念、国民情绪是新高考改革的政治源流;政策制定者抓住有利时机将问题、政治、政策源流连接起来,开启了新高考改革的政策之窗。研究表明,新高考改革政策是多种源流合力作用的结果,呈现出鲜明的中国决策特征。 Applying the multi-source theory to the college entrance examination reform, it is found that the contradiction between the urgent need of people for high-quality education and the shortage of high-quality education resources is the source of the problem of college entrance examination reform;the practice of "top-down" reform pilot, experience summary and comprehensive implementation are the sources of the policy of college entrance examination reform;the personnel change, the ruling concept and the people sentiment of the leadership of the ruling party are the political source of reform;policy entrepreneurs seize the favorable opportunity of reform to connect the source of problems, politics, policy to open the policy window of the reform of college entrance examination. The research shows that the reform policy of college entrance examination is the result of the combined effect of various streams, showing the distinct characteristics of China’s policy decision-making situation.
