海外中国基层治理研究之述评——以十八大以来《中国季刊》的文献为样本

A Review of Overseas Research on Grassroots Governance in China—— Taking the Literature in The China Quarterly since the 18th National Congress of the CPC as the Sample

十八大以来,中国基层治理研究日益受到海外学术界的关注。《中国季刊》作为海外汉学的权威性刊物,其中关于中国基层治理研究的样本文献在一定程度上呈现出本领域的研究概貌。在研究力量方面,随着海内外学术交流的深入,国内学者开始逐步由被动借鉴他国研究转向主动开展本土化研究,国内外学者之间初步呈现出合作与对话的趋势;在研究论域方面,趋于行动化的乡村治理研究、趋于阶层化的城市基层治理研究以及趋于二元性的社会组织研究等,成为海外中国基层治理研究的主要论域;在研究方法方面,重视实地调查和多种类型的定性研究方法,并注重分析性概念的生成以及多学科视角的分析。海外中国基层治理研究对国内本土化研究的启示在于,要构建具有学术自主性的中国基层治理研究,需加强问题意识与方法自觉,打造基于本土化实践的概念体系,以期形成符合国情并能够与西方话语平等对话的学术理论。

Since the 18th National Congress of the CPC,China’s grassroots governance research has drawn increasing attention from overseas academia.As an authoritative publication of overseas sinology,the literature in The China Quarterly on overseas research into Chinese grassroots governance presents a general picture of this field to some extent.In terms of research efforts,with the deepening of academic exchanges at home and abroad,domestic scholars have gradually changed from passively introducing foreign research to actively conducting localized research.There is a preliminary trend of cooperation and dialogue between domestic and foreign scholars.In terms of research domain,overseas rural governance that tends to be action-oriented,urban grassroots governance that tends to be stratified and overseas social organization that tends to be dualistic have become the main research domains of overseas Chinese grassroots governance research.In terms of research method,importance has been attached to field investigation and various types of qualitative research methods,as well as the generation of analytical concepts and analysis from a multidisciplinary perspective.The implications of overseas research on Chinese grassroots governance for domestic localized research include that to construct China’s grassroots governance research with academic autonomy,we must strengthen the consciousness of problem and method and establish a conceptual system based on practices of localization,expecting to produce theories that conform to the reality of China and have equal opportunities for dialogue with Western discourse.
