海军职能与中美南海“灰色地带”竞争

Functions of the Navy and Sino-US Completion for “Grey Zone” of the South China Sea

中美关系持续紧张,两国在南海的“灰色地带”竞争也更为复杂。海军既为中美在南海的竞争提供了基本军事背景,也是竞争的主要军事手段。中美海军在南海的职能不同。美国海军的主要职能为执行对外安全政策,中国海军的职能为进行本土安全防御,两国海军都有意愿和能力履行战争职能。尤其是,美国海军和印太司令部对于中美南海竞争,不但不排除直接使用武力选项,而且在做战争准备。在“灰色地带”竞争更为剧烈、模糊和危险的情况下,中美两国很容易在南海发生海上军事冲突。对此,中美两国应克服困难,共同管控军事冲突危机。

Sino-US relations continue to be tense,while Sino-US competition in“Grey Zone”of the South China Sea also turns more complicated.The Navy not only provides basic military background for Sino-US competition in the South China Sea,but also the main military means of competition.The Chinese and US navies exercise different functions in the South China Sea.The main function of the US Navy is to implement the foreign security policy,while the function of the Chinese Navy is to defend homeland security.Both navies have the will and ability to perform the war function.In particular,the US Navy and United States Indo-Pacific Command not only never renounce the direct use of force,but also are poised for war in Sino-US competition for the South China Sea.Against the backdrop of more intense,obscure and dangerous competition in“Grey Zone”,China and the United States are prone to a maritime military conflict in the South China Sea.In this regard,China and the United States should overcome difficulties and jointly defuse the crisis of military conflict.
