日本“里山倡议”的生态内涵及其在中国民族地区的实践困境——以重庆石柱土家族自治县冷水镇八龙村为例

The Ecological Connotation of Japan’s “Satoyama Initiative” and Its Practical Dilemma in China’s Ethnic Areas——A Case Study in Balong Village, Lengshui Town, Shizhu Tujia Autonomous County, Chongqing Municipality

“里山倡议”是日本在乡村自然景观基础上提出的一整套生态保护与发展的理念,一经提出即引起了世界各个国家和地区的广泛关注与积极响应.但是,作为一种全球普遍认可的乡村可持续发展理念,在中国大陆地区的实施和推广中举步维艰,尤其是在民族地区,这一生态理念在实践中困难重重.文章从“里山倡议”的概念、内涵与实践出发,通过分析该倡议在中国大陆民族地区实施过程中的困境,指出“里山倡议”在设置和应用方面的主要问题,并针对这些问题,提出在当前乡村振兴背景下,“里山倡议”与中国民族地区乡村生态环境保护融合发展的对策及建议.

"Satoyama Initiative"is a system of ecological protection and development concepts on the basis of rural natural landscape of Japan, it has aroused wide concern and positive response from all countries and regions in the world. However, as a globally recognized concept of sustainable rural development, In the implementation and promotion of " Satoyama Initiative " has encountered great difficulties in China, especially in ethnic area, the practice of this ecological concept is difficult.The article begins with the concept, connotation and practice of " Satoyama Initiative ", through the analysis of the dilemma in the implementation of this initiative in the ethnic areas of China, points out the major problems in setting and application of " Satoyama Initiative ", and according in these problems, figures out the countermeasures and suggestions for the integration and development of "Satoyama Initiative"and rural eco-environmental protection of China’s ethnic areas in the current context of Rural Revitalization.
