政府供给“候鸟式”异地养老服务的困境及对策研究——以海南省为例

Government-provided off-site Eldercare Services:the Plight and Countermeasures——Take Hai’nan Province as an Example

"候鸟式"异地养老日渐兴起,给海南省带来了新的发展机遇,也为政府供给养老服务带来诸多新的挑战。从社区和机构两类供给社会化养老服务的主体以及海南省政府来看,在供给主体、供给对象、服务内容以及资金来源四个方面,海南省政府供给"候鸟式"异地养老服务存在政府角色定位缺陷、养老服务对象狭窄、公共财政投入不足、供给服务内容单一等多种困境。基于当前海南省政府供给"候鸟式"异地养老服务的现状和困境展开调研,以期为政府供给"候鸟式"异地养老服务提供建议,为政府在人口老龄化背景下供给"候鸟式"异地养老服务合理定位自身角色提供思路。

Off-site eldercare is becoming increasingly popular,bringing new opportunities to Hai’nan Province.However,it also brings many challenges to government-provided eldercare services.Gommunities and institution are major players in the senior care services market,and we find that the plight for Hai’nan government in regard to off-site eldercare is revealed in the following four aspects:inappropriate positioning of Hai’nan government(supplier),an underserved market(receiver),insufficient public investment(financing),and monotonous services(service).After studying the plight and current situations of government-provided off-site eldercare services of Hai’nan government,this paper put forward some suggestions on this kind of senior care and provided some ideas for the government to play a more reasonable role in service-providing against the background of population aging.
