我国快递场所安全管理风险与对策研究

Study on the Risk and Countermeasure of Safety Management of Express Industry in China

随着电子商务的迅猛发展,快递行业能够克服时间与地域障碍,以高效、快捷的运输方式将寄件人的邮件包裹递送至收寄人手中,满足人们多元的生活需求。但由于法律不完善与监管制度的不健全致使快递行业的安全管理方面存在风险隐患,极易发生泄露个人身份信息、寄送违禁物品、存在安全隐患导致火灾爆炸,包裹冒领、失窃等安全问题。为促进快递行业的健康发展,亟待在顶层设计上健全法律法规制度、政府管理部门间形成有效的协作机制、在企业内部形成合理的管理体系,从而营造有利于快递行业和谐发展的环境。

With the rapid development of e-commerce,express delivery industry can overcome the time and geographical barriers and deliver the sender’s mail package to the sender in an efficient and fast way to meet people’s diverse life needs.However,due to the imperfection of the law and the imperfection of the regulatory system,there are potential risks in the safety management of express delivery industry,which easily lead to the safety problems such as leaking personal identity information,sending dangerous goods,collaring parcels and stealing. In order to promote the healthy development of express industry,it is urgent to improve laws and regulations on top-level design,form an effective cooperation mechanism between government management departments,and form a reasonable management system within enterprises,so as to create an environment conducive to the harmonious development of express industry.
