新时代背景下国土空间规划的历史使命和体制响应

On the Original Aspiration and Mission of Territory Spatial Planning

随着2018年国家层面机构调整将各类空间规划进行整合,全新的国土空间规划将取代原有主体功能区划、城乡规划、土地规划等诸多职能。如何正确审视国土空间规划,从历年中央政策文件着手,分析提出在新时代的大背景下,国土空间规划的初心正是推动生态文明建设,并肩负着推进国家治理体系和治理能力现代化的历史使命。分别从守底线、整系统、严法治三方面阐述国土空间规划的初心坚守,并围绕着上下衔接和层级传导的内外两个层次分析国土空间规划在理顺治理逻辑上的框架设计思路,冀望为今后建立统一的国土空间规划体系搭建一个可供探讨的对话平台。

Based on the integration of various spatial planning initiated by Chinese government in 2018,a new territory spatial planning system will substitute for major fiincrion—oriented zoning,urban and niral planning,land planning etc.On this occasion,this paper tried to figure out how to understand this new territory spatial planning system.Starting with analyzing policies over the years,it proposed that the original aspiration of this system in the new era is to promote ecological civilization construction,and the mission to advance the modernization of governance system and governance capacity.This paper fiirther provided a detailed description of this aspiration from three aspects of drawing a bottom line,integrating the system and hard and fast nile of law,and it analyzed the framework of this system at two levek of cohesion and conduction,which is expected to establish a phtfonn of discussion for a fhture unified territory spatial planning system.
