Role and Responsibility of Government in Public-Private-Partnership Mode of Public Sports Venues

公共体育场馆PPP模式是经济体制改革、社会功能结构转型、文化自觉过程中生成的制度创新,制度环境的改变为PPP模式提供了条件。本文基于制度转型—制度创新—制度设计的逻辑主线,探讨PPP模式中政府的角色、职责边界、风险调控及制度环境保障等维度。认为公共体育场馆PPP模式内在具有制度结构与平衡机制,协调私有权与公有权的博弈关系,是中国社会转型发展的历史使然,也是中国特色社会主义的历史必然。

PPP(Public-Private-Partnership)mode of public sports venues is an institutional innovation generated in the process of economic system reform,social function structure transformation and cultural consciousness.The change of institutional environment provides conditions for PPP mode.Based on the logic of institutional transformation,institutional innovation and institutional design,this paper discusses the role,responsibility boundary,risk control and institutional environment protection of the government in PPP mode.It is believed that the PPP mode of public sports venues has institutional structure and balance mechanism,and coordinates the game relationship between private and public rights,which is the historical cause of China's social transformation and development,as well as the historical necessity of socialism with Chinese characteristics.
