对我国校园足球政策执行阻滞的审视

Survey of Implementation Block of Campus Football Policy in China

运用文献资料等方法分析当前校园足球政策执行阻滞的表现及成因,认为政策制定本身的缺陷和执行主体与目标群体间的利益冲突、执行资源的匮乏、执行方式的机械和执行环境的复杂性,造成政策文本截留并出现选择性、替代性执行及执行敷衍、执行无能等阻滞现象。建议:要从根本上解决执行阻滞问题就要明晰政策的目标定位、提升政策权威;完善政策的执行体系和监督机制;构建利益平衡机制,优化目标群体的行为;拓宽政策施行的资源基础,优化政策执行环境。

This paper analyzes the performance and causes of the current implementation block of campus football policy by using literature and other methods.It thinks that the defects of policy making itself,the conflicts of interest between the executive body and the target group,the lack of executive resources,the complexity of the execution mechanism and the execution environment result in the stagnation of policy texts,such as selectivity,alternative execution,perfunctory execution and incompetence in execution.It is suggested that to fundamentally solve the problem of implementation block,it is necessary to clarify the target orientation of the policy,enhance the authority of the policy,improve the implementation system and supervision mechanism of the policy,construct the mechanism of interest balance,optimize the behavior of the target groups,broaden the resource base of the policy implementation,and optimize the environment of the policy implementation.
