摘要 航班正常管理已经成为中国民航当前面临的重要问题和热点问题。基于空管分局(站)历史运行数据,分析空管航班正常管理工作的影响因素,并从"运行、管理、服务"三个维度构建指标体系;采用客观赋权法,应用拉格朗日函数的思想进行权重最优解求解,设定指标权重,避免了由于使用主观赋权法而造成的人为因素影响;引入灰色系统理论,构建了TOPSIS-GRA绩效评价模型,并通过实证分析验证了模型的合理性。 Flight regularity management has become an important and hot issue for the civil aviation in China.Based on the historical operational data of ATC-belonging sub-bureaus and stations,the influencing factors of the ATC flight regularity management performance have been analyzed,and the evaluation index system has been constructed from three dimensions,namely operational,administrative and ministrant dimension.Thereafter,the objective weighted method has been adopted through the way by bringing Lagrange function into this issue.Based on this,the weight coefficients have been established by finding the optimal solution,while the disadvantages with the subjective weighted method concerning human factors have been avoided.Based on that,the grey system theory is introduced and the TOPSIS-GRA performance evaluation model has been established,and the rationality of the model is verified by the empirical analysis given behind.
