地震应急演练是检验地震应急准备能力的重要手段,是检验人员、设备、预案准备情况的重要方法。地震应急处置时效性强、涉及面广,需要动员全社会积极参与。通过总结美国、日本、德国应急演练的特点,借鉴其他行业的先进经验,提出了适合我国国情的公众—专业应急队伍—指挥部三层次地震应急演练模式。

Earthquake emergency exercise is an important means of testing capability of earthquake emergency preparedness,personnel,equipment and program preparation.Earthquake emergency response has the features of strong timeliness and wide range.It needs mobilizing the whole society to participate.By summarizing the characteristics of earthquake emergency exercises in United States,Japan and Germany,the earthquake emergency exercise mode of public-professional emergency team-headquarters three levels suitable for China’s national conditions is put forward combined with the advanced experiences of other industries.
