首都阵地防控网信息化建设创新升级研究——以北京冬奥会期间社会治安防控为切入点

Research on the Innovation and Upgrading of the Information Construction of the Capital Position Control Network——Taking the Prevention and Control of Public Security during the Beijing Winter Olympics as the Breakthrough Point

目前,首都阵地防控网信息化建设呈现出重视信息化系统建设但服务实战的效果不佳,重视街面防控信息化但重点阵地技防力量弱,重视防控网络全覆盖但针对性建设程度不高的现状,难以应对冬奥会期间复杂的恐怖分子袭击风险、极端个体侵扰风险、前科人员复犯风险以及火灾、爆炸等安全风险和网络舆情恶性传播风险。为确保冬奥会期间社会安全稳定,要探索构建冬奥会期间首都阵地防控网信息化建设创新升级的架构体系,并从提高采集设备智能化水平、联通数据库信息共享比对和研究数据测算方法和技术三条路径上寻找破解之道。

At present,the information construction of the capital position prevention and control network shows the importance of information system construction,but the service effect of actual combat is not good.Great importance is attached to the street surface prevention and control informationization,but the key position technical defense strength is weak;the full coverage of the prevention and control network is emphasized,but the degree of targeted construction is not high.It is difficult to deal with the risk of complex terrorist attacks,extreme individual intrusion,ex-convicts’recurrence,fire,explosion and other security risks and the vicious spread of online public opinion during the winter Olympics.In order to ensure social security and stability during the Winter Olympics,it is necessary to explore and build an innovative and upgraded architecture system for the informatization construction of the capital position prevention and control network during the Winter Olympics and find solutions from the following three ways:improving the intelligence level of collection equipment,connecting database information sharing and comparison and researching data measurement methods and technologies.
