“互联网+”背景下非法集资风险监测理论初探

A Preliminary Study on the Theory of Illegal Fund-raising Risk Monitoring under the Background of “Internet +”

随着互联网时代的到来,非法集资由于网络平台的支撑,形式更加多样。通过建立风险监测系统,对非法集资风险进行监测,是有效打击与预防非法集资的前提。基于“互联网+”型非法集资突破传统的现金交易模式和时空隔阂形成的风险结构,穿透式监管、冒烟指数、监管沙盒三种理念是目前开展风险监测的主要理论依据。穿透式监管理念的应用模式包括细化监管对象、资金流动管控与建立反馈机制环节;冒烟指数理念的应用模式包括建立数据库、设立指标体系及风险评估与处置环节;监管沙盒理念的应用模式包括测试申请、审核评估、测试反馈和推广应用环节。

With the advent of the Internet era,the illegal fund-raising has become more diverse due to the support of the network platform.The illegal fund-raising risk monitoring is to monitor the risk of illegal fundraising through the establishment of a risk monitoring system,which is a prerequisite for effectively cracking down and preventing illegal fund-raising.Based on the risk structure formed by the“Internet+”illegal fundraising’s breakthrough of the traditional cash transaction model and the gap between time and space,the three concepts of penetrating supervision,smoking index and supervision sandbox are the current illegal fund-raising risk monitoring’main theoretical bases under the background of the“Internet+”;the application mode of the penetrating supervision concept includes refining the regulatory object,capital flow control and establishing the feedback mechanism;the application model of the smoking index concept includes establishing the database setting up the indicator system,risk assessment and disposal links;the application model of the supervision sandbox concept includes test application,audit evaluation,test feedback,promotion and application.
