The Development of the Guangdong-Hong Kong-Macao Greater Bay Area and Language Services

语言服务会成为粤港澳大湾区发展规划中一个重要的服务组成部分。文章讨论了粤港澳大湾区发展中和语言服务有关的3个问题:语言生态、语言教育、语言科技。关于语言生态,通过分析提出国家通用语言文字应该考虑如何在“中文+英文”“中文+葡文”框架中的“中文”一端延展出一些新的语言生活空间;在国家通用语言和粤方言、客家话之间的关系处理方面,国家通用语言适用范围应当继续推广巩固,粤方言与客家话及其汉语方言或者少数民族语言的使用也应该按照各安其位的原则允其存在。关于语言教育,要重视在珠三角合作办学的港澳高校在签订协议制定学校章程及实践过程中的语言服务问题,中小学要充分依靠国家新时代发展的大背景来推进相关工作,达到同语通心的目的;关于语言科技,要达到促进人员、物资、资金、信息便捷有序流动,为粤港澳发展提供新动能的目的,大湾区建设要重视语言科技,以更加务实的行动为内地与港澳更紧密合作提供示范。

Language services will become an important part of the development plan of the Guangdong-Hong Kong-Macao Greater Bay Area.This paper discusses three issues related to the development of language services in the Guangdong-Hong Kong-Macao Greater Bay Area:language ecology,language education,and language technology.The first part deals with language ecology,whose analysis suggests that we should consider how the standard national language can extend its space for a new language life starting from“Chinese”in the“Chinese+English”and“Chinese+Portuguese”frameworks.With regard to the relationship between the standard national language and Cantonese(Guangdong dialect)and Hakka,the scope of application of the national language should be expanded and its status consolidated.Meanwhile,the use of Cantonese and Hakka as well as other Chinese dialects or the languages of ethnic minorities should also be allowed in specific situations.The second part discusses language education.It proposes that we should pay attention to the problems of language services in the process of signing agreements,formulating school regulations and other practices by universities from Hong Kong of China,Macao of China and China's Mainland with joint efforts in the Pearl River Delta.Primary and secondary schools should avail themselves of the golden opportunity of the New Era to push forward relevant work to achieve“one language;one heart”.The third part analyzes language technology.To achieve an easy and orderly flow of personnel,materials,funds,and information,and to provide new vitality for the development of the Guangdong-Hong Kong-Macao Greater Bay Area,we should attach great importance to language technology in the construction of the Greater Bay Area.We should have a vivid demonstration for a closer cooperation among China's Mainland,and Hong Kong of China and Macao of China with more down-to-earth actions,which can shed some light on the further development of the Greater Bay Area.
