Overseas Educational Inspection in the Late Qing: Unexpected Gravediggers to the Dynasty

论文论述了晚清政府海外华侨视学制度的缘起、实施和成效。20世纪初期,清政府出于维护统治的需要,在推行新政的过程中进行教育改革,派员前往华侨聚居地开展视学活动,并在学部官制改革中设置视学官,奠定了近代华侨视学制度的基础。晚清华侨视学在一定程度上振兴了华侨教育,为当地侨民的教育做出了重要贡献,同时也促进了海内外民智的觉醒,加速了清朝的覆灭。

This paper reviews the origin, conduct and accomplishments of the overseas Chinese Educational Inspection system introduced by the late Qing government at the beginning of the 20 th century. In order to maintain its ruling order, the late Qing government launched an array of reforms including that within the educational sector. Chinese officials were sent off to overseas Chinese communities to inspect schools. That laid the foundation for an overseas educational inspection system in modern China. On the one hand, the practice of this system revitalized overseas Chinese education and made an important contribution to overseas Chinese communities. On the other hand, it also enlightened Chinese both at home and abroad, and accelerated the fall of the Qing dynasty.
